Application for a travel document or certificate of inscription

This application is used to obtain the document allowing exiled and stateless persons to leave Spain without a passport and also to process the certificate of inscription, an identification document for aliens featuring all personal data.

The following documentation is required for this application:

Certificate of inscription

  • Original and copy of documents of any sort, even if expired, which could provide an indication or proof of identity, origin and nationality.
  • Original and photocopy of accreditation indicating that documentation cannot be provided by the corresponding diplomatic or consular mission.
  • Original and photocopy of accreditation of the exceptional circumstances for humanitarian reasons, public interest or international commitments assumed by Spain.

Travel document

  • Original and photocopy of a valid Certificate of Inscription.
  • Justification of the need to leave Spanish territory.
  • A letter indicating the destination country and the duration of the trip.

  • Current wording of Organic Law 4/2000 of 11 January (BOE - Official State Gazette 12.01.00) on the rights and freedoms of aliens in Spain and their social integration.
  • Royal Decree 2393/2004 of 31.12.04 (BOE 07.01.05).
